Horii is a high-level bureaucrat in the Toyota City town office, who spends most of his time looking at dirty magazines and trying to avoid a strange woman named Hime, who seems bent on revenge for some reason. After Horii and his assistant discover a lost baby (who seems to be a fair bit smarter than his parents), they set out for the resort town of Gamagori to reunite the child with his folks.
